A sequence of two adjectives before a following noun is potentially ambiguous, in case a singular neuter construction is involved which exhibits strong agreement. The first adjective can either be analysed as an attributive adjective, as in (a) or as an adverb modifying the second adjective, as in (b):

In other cases than strong agreement in the neuter singular, attributive agreement disambiguates the attributive reading from the adverbial one. In the case of attributive agreement, the adjective will be marked with schwa, and in the case of the adverbial reading, the adjective will be unmarked:
